An Electrical Safety Certificate is the document that shows that an electrical installation meets the required legal standards of conformity. An Electrical Safety Certificate is issued after a successful EICR (Electric Installation Condition Report).

The Government Appointed Private Rented Sector Electrical Safety Working Group (23rd February 2018) recommended introducing 5 yearly mandatory electrical installation checks for private rented property. This will apply to all private rental properties in the Liverpool area
The plan is that five-yearly electrical installation and safety checks for all private rented properties will become mandatory, and, similar to the gas checks, electrical safety certificates will be issued to tenants to show that the checks and any necessary repair work have been completed.
Landlords are required by law to ensure that the electrical installation in a rented property is safe when tenants move in and maintained in a safe condition throughout its duration.
A House in Multiple Occupation (HMO) must have a periodic inspection carried out on the property every five years.
This law will be applicable to all Private Rental Properties in Liverpool once the new legislation is approved.
